Testimony of Willie Parker, MD, MPH, MSc, in Opposition to H.R. 1797, the District of Columbia Pain-Capable Unborn Child Protection Act

Physicians for Reproductive Health opposes H.R. 1797, the District of Columbia Pain-Capable Unborn Child Protection Act. This bill would ban abortion in the District of Columbia at 20 weeks after fertilization. This measure is clearly unconstitutional and would harm women’s health.
